Abdihak Umer Muhamed

With approximately ten years of progressive professional experience within the judiciary, I have gained extensive practical expertise across all facets of legal proceedings. Throughout this period, I have served as a judge at various levels of the judiciary, overseeing cases from initial petition through to final judgment. My responsibilities have encompassed both adjudication and leadership roles in judicial activities, consistently striving to enhance the efficiency and integrity of the Somali judiciary and to advance its modernization. One of my most significant recent contributions occurred in 2023 when, as a Supreme Court Justice of Somalia, I led an integrated committee comprising representatives from the judiciary, the Federal Ministry of Justice and Constitutional Affairs, the Somali Bar Association, and the higher education sector. This committee was tasked with ensuring a transparent and equitable recruitment process for new judicial personnel. Under my leadership, the committee successfully filled 90 key positions - 50 judges and prosecutors, along with 40 clerks - to serve both the courts in the capital and the Office of the Attorney General. In addition to my judicial experience, I have two and a half years of expertise in resolving land disputes. I possess advanced proficiency in verifying the validity of land documentation, contributing to informed decision-making, and preparing, reviewing, and finalizing submissions to ensure they meet necessary standards before implementation. Furthermore, I have substantial experience in the legislative drafting process. I am skilled in developing newly proposed legal provisions as well as drafting, revising, and reviewing multiple regulations enacted by the Somali Federal Parliament. Notably, I played a significant role in drafting the "Act on the Establishment of the Constitutional Court." I have frequently represented the judiciary in the drafting, review, and amendment of laws that directly impact its operations. Overall, my diverse background and expertise make me a valuable asset within the judiciary field.
