Operational Support
Identify partners for supply chain projects based on objectives, priorities, strengths and resources of the implementing partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.

Resolve difficulties in the local supply chain by finding solutions to problems and bottlenecks, and provide regular reports on supply chain activities, the status of requests and the availability of items in the supply chain.

Ensure timely customs clearance of consignments, and manage storage of goods according to "best practices" and UNHCR rules and regulations.

Responsibilities
•
Maintain relations and co-operation with local law enforcement agencies and civil authorities and other relevant agencies to remain up-to-date on all security and political issues and developments in the area;
•
On the basis of the available factual information on security, provide assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for UNHCR staff and their dependents and its staff property, UNHCR office and residential premises, and UNHCR staff members’ residences; subject to the need for improvement, make appropriate recommendations and arrangements for improvements to inadequate security measures;
•
Assist the supervisor in constantly monitoring the security situation vis-à-vis the implementation of UNHCR activities and the safety and security of persons of concern to UNHCR; make appropriate recommendations and arrangements for improvements to the development situation to avoid potential security threats;
•
Provide recommendations for improvements of existing security guidelines on the basis of evolving security situation; and assists in the maintenance/implementation of security guidelines, measures, standards and MOSS/MORSS for UNHCR Offices in the field at all time;
•
Assist in reviewing the security/emergency evacuation plans and propose improvements and necessary changes; assist in ensuring that all staff members are familiar with these plans; assist in conducting training on security awareness, evacuation preparedness and response;
•
Provide security advice/information/training to all UNHCR staff on the warden system, radio communication procedures, travel procedures, recognition of explosive devices, fire safety; monitors physical security of UNHCR premises/property and staff residences and advocate on equipment required for security measures;
•
Conduct security briefings to UNHCR staff; monitors, updates and maintains database of security incidents. Maintain staff movement tracking system according to the requirements of security incidents;

Assist in preparing situation reports on security situations/incidents and provide timely follow-upwith relevant authorities and UNDSS;;
•
Respond to staff queries on security issues, emergencies and provide immediate assistance as and when required; maintain an up-to-date database on all the contact details of all UNHCR staff that fall under the preview of the Sub-Office;
•
Provide security-related admin support to the supervisor to organize and undertake various field missions of donors/UNHCR staff in safe and secure manner as per established security guidelines and in consultation with the FSCO of UNDSS;
Responsibilities
•
Manage the shift system to ensure 24/7 operation and the availability of a reserve radio
operator to be called on, in the event of staff sickness or any other emergency;
•
Responsible for All Stores and Documentation of IA and UNDSS properties in the duty
station
•
Confirm that all equipment is functioning well and any problems observed notified to the
FSCO and the ECS Manager;
•
Ensure proper use of the equipment and report any misuse by any staff member to the FSCO.
•
This includes monitoring the use of all telephones and other “paid for” systems;
•
Supervise the operations of radio networks by transmitting, receiving and processing of
•
radio/data traffic to/from other stations within the network as directed by FSCO;
•
Ensure all incoming/outgoing radio/telex/fax messages to concerned UN personnel/Registry,
•
are typed, distributed and logged properly;
•
Supervise the maintenance of chronological files for all incoming and outgoing telexes,
•
facsimile and radio messages;
•
Responsible for all equipment and stores in the Radio room. Report faulty equipment to

FSCO and Communications Manager for immediate action. Supervise the daily VHF radio
•
checks as advised by the FSCO;

Maintain contact with UNCAS Coordinator/ICAO AFIS and give details to UN Agencies of

flight arrivals/departures;

Supervise the monitoring of all staff movements by tracking missions in accordance with

FSCO directions. Log every event in the designed formats. Report all incidents to FSCO or

the FSCO Operations Manager immediately.
