Human Resources and Administration
The main function of the Human Resource and Administration Directorate is to develop and implement Human Resource and administration processes as laid down by the National Civil Service Commission (NCSC) as well as other processes approved by the Government and in line with best practices. The Human Resources and Administration Directorate houses Human Resource Management & and Administration Support, Human Resource Development and training and ICT. Specific functions are
• Provide guidance, control and management of the Ministry's expenditure
• Ensure compliance with financial regulations and procedures
• Prepare cash financial statements
• Cash payment and receipts
• Respond to audit queries
• Coordinate budget preparation and monitor implementation

· Conduct bid opening in accordance with the provisions of the Public Procurement, Concessions and Disposal Act, 2015.
· Evaluate bids, including constituting technical evaluation committees and advisers to properly evaluate the bids and proposals and make recommendations for contract award.

· Profile suppliers, contractors, and consultants, and the maintenance of a database for use under limited competitive bidding and restricted bidding procedures.
