I am an economist with over 5 years excellent hands-on experience mainly Public Institutions particularly in the Development Projects funded by International Donors and implement Government of Somaliland. In addition to that I have proven skills of budgeting and public accounting experience. An expert in administering highly dynamic work environments, as well as proven financial management experience. And excellent research skills, currently under investigation of research related with renewable energy and the effect of economic growth including setting tariffs. Have of experience in public institutions especially World Bank projects implementing the GoSL. Head of Accounting and Reporting

External Assistance Fiduciary Sections (EAFS) Accountant General

  • Ensure prompt release of funds once approved and timely release of the project payments
  • Ensure project payments are approved at the EAFS and update the project team on any outstanding payments
  • Follow-up on pending payments until they are approved and beneficiaries receive the payments
  • Ensure and liaise with the EAFS in timely preparation and submission of quarterly interim unaudited financial reports (IFRs) to the World Bank and the annual project financial statements to the Bank and external auditors
  • Ensure the PIU maintain an up-to-date assets register on the SLFMIS in close collaboration with the project FM Specialist; Maintain up to date cashbook and record of impress and advances and work with the EAFS team in the preparation of monthly bank reconciliation statements and accounts for outstanding advances
  • Ensure project files at the AG office is maintained for the project throughout the statutory period and that replica copies are filed and maintained at the project office for records
  • Work with the Project FM specialist in ensuring that the project financial records and supporting documents are prepared in accordance with agreed formats and in line with all the required procedures including the EAFS Checklist for Minimum Payment Process Requirements
  • Liaise with the PFM institutions together with the FM Specialist in processing budgets, expenditure warrants, virement processes and addressing emerging SLFMIS issues; Working with FM specialist in the consolidating annual work plans, cash flow plans and budgets
  • In collaboration with the FM Specialist, monitor performance against agreed Financial Performance Indicators and budget burning rates; Ensure that disbursements are made in accordance with approved annual budgets and work plans together with the Project FM Specialist; Ensure that all payments are done in accordance with good accounting practices and in line with the project objectives and financing agreement; Ensure that required accounting and submissions of returns by beneficiaries who receive advances are fully supported, complete, accurate and liquidated on a timely basis; Maintain relevant books and records for the Project that reflects the components and activities; Ensure that the filing system of the accounting records are satisfactory at all times and they are easily retrievable for reviews and audit purposes; Together with the implementing agencies ensure strict adherence to installed internal control systems for all areas of project operation including project sites; Together with the FM specialist, support the preparation and review of the monthly, quarterly and annual project financial reports.
